Again, where is the action from local authorities?

What happen if someone created a trafic jam?
These few photos were taken last year (2008) August in front a petrol station on the way from Batu Caves to Gentng Highland.
I was surprised initially to what had happen and finally found out that there were promoters from a fast food outlet beside the petrol station who get into the trafic and diverted the trafic into the inner road which lead to the outlet.
My questions are:
Is this the right way to inform on openning?
Is this allowed for in Malaysia?
Why the was no action from the police?

Is this right?
This picture is taken in Seri Kembangan (previously known as Serdang). The shop owner or person who rent the house and run the business here is placing stack of stone in the parking block in front of their shop. What is this means?
Is the parking block arranged by the local authorities or by the person concern?
Is this a private property?
Where is ther person in charge?
Why no action is taken?
If we are unhappy with this condition and plan to launch a report, where to?
